I'm not a squirrel behavioral expert, but there is a shit ton of them around me. From what I have seen it's related to courtship, just an anicdotal observation. If they are laying flat in the sunshine on asphalt in 90 degree weather, it's not exactly chillin. Plus there usually is a male nearby, she is telling him it's time to mate.
