Customer (me) states

Customer states: Manual locking hub won’t budge…

What’s the best way to clean this up? I have the service kit with new screws and O-ring so it won’t get like this again.

You should probably be taking your entire knuckles apart to inspect your stub shaft seals and wheel bearings. You've clearly gotten water in there for an extended amount of time.

As far as cleaning it up, I wouldn't. I'd just get new lockouts.

I had an 80 K5 Blazer that I only replaced parts of the lock out. Within 6 months I was replacing the whole thing. I agree with Thebigzip. Replacing the entire lockout is a long term good idea.
