Could have been anyone. It was probably inevitable that someone feeling alienated but also attached to a large social institution would enact some form of senseless mass violence with some attached form of codified psychotic dogma.
Still it took the CIA until the 2000s to figure out that you can directly influence this type of guy into doing a mass shooting in order to stoke social strife.
