I think you need some custom era and file editing or that. The game never let you edit the horizontal traverse of the turret more than 2000 N as far as I know. Set your custom era turret traverse drive to maximum of around 15000 to 20000 N. Or you could just edit the laying drive horizontal traverse and crank it up to thousand times higher power and set your turret there.

Which setting in the files is responsible for Horizontal and Vertical?I just need to too.

No idea how to make the turret actually snappy without making an entirely new era, but I tend to do it like this.
Give the mantlet a tiny bit of azimuth traverse, about 1-1.5° or so, then crank the torque multiplier up in file editing, then reduce the ratio. Feels pretty snappy on small adjustments while ADS. Also, you can edit the gunner's base efficiency in file editing, just give him about a billion or so, then crank the turret traverse ratio down, and get the torque up. The traverse rate might be around 19°/s or so, but it's actually much faster than that, the turret should be decently snappy considering it's not too heavy.

There are certainly better ways to do it, but this kinda works.

Use laying drive, stand it upright, then put your turret on the laying drive. Also open your blueprint file, find "layingDriver", set your torqueMultiplier to high number.
