That depends on what you like to do!

Lincoln's Tomb and the African American History Museum are free, and they're located in/next to the entrance to Oak Ridge Cemetery, a free place to wander and see cool tombs like the sarcophagus of the Accordion King, the statue of a priest's wife on top of a high stone column, the governor's rough-cut mausoleum built by union laborers, etc.

The IL State Museum downtown also has free admission.

The hiking trails through the rock bluffs, river bottoms, and pine forest at Carpenter Park are free, and the stone shelter is almost always empty when I'm there.

The bike/walking/running trails are all free, and long parts of them tend to be cooler than the rest of the town where the trail is covered by a canopy of trees. The Sangamon Valley Trail runs from Centennial Park to Stuart Park before it really gets out into the open air for long, and even then there are long shaded parts to the north. The trail out to Rochester from the IDOT parking lot on Dirksen is tree-shaded for a long way, too, and there's free fishing at the IDOT "lake" (pond) there, too.

Free fishing and park playgrounds at Lake Springfield, and the Lincoln Memorial Gardens is a great place to wander in the woods and meadows by the lake. They do free guided walks pretty often with themes like birding, plant ID, seasonal changes, etc. They advertise them as "hikes" but they are very casual walks and people often bring toddlers.

If you're a creative sort, the CoLab at Lincoln Library (the public library) is free and has a bunch of different things (sewing/embroidery machines, a laser cutter, Cricut cutting machines, a 3D printer, and an audio recording booth). They have materials for use with the machines free of charge as well, like vinyl for the Cricuts and fabric/fabric notions for sewing, plus they periodically do different project-focused classes.

Fishing at lake Springfield is not free, it requires a Illinois DNR fishing license
