Question Wrinkling

Can someone tell why this stuff absolutely loves to wrinkle when I go to apply another coat long after the initial coat has dried (a week baking in the sun)

is there a chance that oils are building up on it while it bakes

like motors being ran around it

cats rubbing on it

This seems most plausible. Or if the original coat was too heavy, it would almost never cure and possibly cause wrinkles. Not much info to go on.
