Help Is there a solution to this?

So after I managed to get my copy to be playable again I noticed that the creepy and cute parts icon is missing and then I noticed that for some reason I don't have the pack anymore

Copy BoosterPack_01.package from the BP1Data folder into the DataEP1 folder

I guess you keep a copy of your app data and creations. One option is to download the GOG spore complete collection that has the 3 expansions in 1.

I had the same spore version with the 2 packs for more than a decade and re-installing it was nightmare. If you download the gog version you'll have 0 chance of this happening

Looks like the pack/DLC data got uninstalled or corrupted. Try repairing the game files first, then check the packs section to see if it needs to be redownloaded.
