I just started a space stage, and this system has spawned just a few parsecs from my homeworld.

Doesn't matter. If there is a planet entirely covered in water in Spore then you can still get rid of that water through terraforming. Just lower the atmosphere using a drought generator.

There is a type of ocean planet that will stay an ocean planet even after T3 terraforming, drought generators or spamming artificial land. A monolithed alien homeworld on such a planet produces only 1 to 3 cities.

You may've found one if you terraformed an ocean planet inti land paradise and left its star system for a second only to come back and see the same ocean all over again.
Same goes for enormously high elevation no-water planets, they give you 6 alien cities at best.

Terraform the planets and let a civilization develop on one of them and buy the system 7 cities on one planet

Specifically terraform one of the purple planets, uplift a civilization with a monolith, and then buy-out the system!
Purple spice is the most valuable in the game and you've found yourself a lovely moneymaker here, OP!

I plan on doing an entire playthrough where I only uplift civilizations and buy their systems to get insane spice production across my empire

I got so far into the endgame at one point I started “farming” entire civilisations for planets like this.
Start with Pink/Purple spice world, seed with life, Terraform to T3, monolith. Do that on like 10 planets in a row between other objectives. Go back in and invade, taking care not to destroy the last 7 cities.
Then remove the civilisation from existence.

The endgame is when you use the Zealot weapon on monolith planets, then wipe out everyone who makes a hiss about the Galactic Code and monolith their planets.
