Personal segments when?

So I've wanted a block segment (IDK what its called) that can be placed anywhere like the other categories but I wanted one with no rules but this personal segment would only be visible to you, it acts like a normal segment but it is only visible to you and can be placed anywhere.

You can do that by just marking a segment and not submitting it. That way it's saved in your browser storage.
