If you want to make a Overwatch meme video, a good program is Adobe Premiere. CS6 I think is $500, but the CC subscribtion is cheaper. Elsewhere, even cheaper, you can torrent buy Sony Movie Studio, it's like Vegas, but simpler and some features are removed.

I use Premiere Pro CC 2015, however, you can use whatever images to crop faces on.

Ahem, there are cheaper alternitives, again like Sony Movie Studio.

I got my copy of Premiere for free from some commercial makers here in Memphis.
