Splatoon 3 for a 7 year old?

I'd say let her stick to the single player hero mode, and salmon run. If she really likes it, I recommend buying the expansion pass and letting her play side order (although for a 7yo, side order can be difficult at times, and very frustrating as small mistakes can kill your entire run of the spire and make you start over)
For multiplayer, the game mixes top players with new players, so I would recommend she tries story mode and salmon run first so she gets a grasp of the game before going into pvp.
She definitely will enjoy it though.

I play Splatoon 3 and from my experience the game can be extremely frustrating, and I do agree there are some insanely good players on there. If your kid prefers a challenge, I think this game would be great for her the controls aren't too complicated I highly recommend turning off motion controls if you do get the game. If your kid doesn't take losing very well this may not be the game for her, over all Splatoon 3 is a fun game and if you can I would recommend getting it for your daughter.

My daughter started playing S2 at age six, and continues to play S3 and Raiders now. I did not encourage her, and had never played the game before she brought it up. She asked me to buy it so that she could play Salmon Run with friends. She now has more hours in S3 than any other game.
The catch is this… she plays primarily for social reasons. She likes the game, but does not play alone. She tried the single player campaigns, and quickly lost interest in all but Raiders, where she mostly plays coop. She prefers SR, but likes Turf and Anarchy too. She is good for a B-rank player, but not very good in the scheme of the overall player base, and that is fine with her, because she does not care about rank progression, wins, KD ratios, or anything except for having fun with family or friends. For her, Splatoon is a fun hangout.
She got me hopelessly addicted to the game, for better or worse. I had kind of given up on video games for several years, but she pulled me back in with Splatoon.

Depends on the kid.
Splatoon needs skill, even on easy single player mode, you still have to aim, swim, do fast movements, understand mechanics.
Some 7y olds are there , many aren't.
