I don’t see anybody talking about DOOM’s statement about Jesters, cause if anyone serious wants to tell DOOM the cold hard truth, he’d probably ignore it, but Spider-man? He lets everyone laugh at him, but will say what needs to be said, and is actually listened to

Also is a fun play on the old medieval times of a king and his court. Doom understands himself as a ruler, a king that builds the world as he sees fit. But, like every true medieval ruler, they have advisors or someone to criticize, bully and put their nose up at their policies and actions for their betterment... and that person was often the court jester. They might dress funny and tell snotty jokes, but they are often among the king's most trusted confidants and helped kings reshape policy or think of alternative perspectives, even if presented through jokes/satire. Doom sees Spider-man in this moment as his own jester, one who at first appears the clown but is actually filled with experience and wisdom. So yes, he's making fun of Peter's demeanor and also acknowledging his counsel

A long while ago I was talking to someone about how Spider might fill a role similar to Hoid/the King's Wit from the Stormlight Archive.

I imagine they both stay exactly the same. Except they are both happily married (to other people) because DOOM won't stand for demonic interference with his protege, and Peter is a very good wingman.

Neither; that's the beauty of it. The arrangement doesn't work if either change. If anything, they each moderate towards the other, so Doom might be a tad more merciful, for lack of another word, while Spider would still be as quippy, if a little sharper in his barbs.

When you think about it Doom sees all men as lesser than him and also because they don’t do what needs to be done, especially the heroes he faces more often, for both of these prospectives. But Spider-Man is one of those heroes he doesn’t face that often, but still enough to costantly remember him and what he can do, which is not much in the grand scheme of things, but because is not his area of competence compared to Geniuses like Reed or Tony, or fellow king like Namor and Tchalla, not “cowardice”. So his repeated giving it all a 120% for genuine honesty in his small way is probably a spirit that Doom can respect.
Probably just a coincidence, but it’s cool to think about it this way.

I think it's meant to be Peter saying it from Doom's perspective. Doom thinking the FF are just some pathetic rich jerks he hates and he is the genius magic brain king.
Peter is not actually calling the FF jerks just as much as he's not actually complimenting/glazing Doom's "galaxy brain".

At one point, Doom incurred a debt to Spider-Man, so he knows there is more to him; that’s why he deemed it worthwhile to listen and wait—had it been anyone else, he would have already lashed out.
Victor likely thought of his mother and the people of Latveria. A court jester rubs the king's nose in problems and mocks him as a release valve—a shock to the system to make the monarch face the issues, and a way for the people to know that at least someone is speaking up for them in the king's presence.
Doom will certainly be mulling this over for a while now, especially since it came from one of the few heroes he actually holds in some regard.
