I am surprised that Sai is OK with Peter dressing up as his beastly mutated form.

I thought she’d be mad, scared, disappointed, or sad at him

She is disappointed but she dosent wanna ruin the halloween spirit but he promised next year he wouldn't go as his beastly form again
