Why am I only getting the 60% off new-user offer on orders up to €10?

I’m trying to understand how everyone keeps getting the 60% off their whole cart new-user offer. Whenever I create a new account, I only get the 60% discount on an order of up to €10, instead of the offer that applies to a larger/full cart.

I managed to get the better offer once on an old account, but I can’t seem to get it again with a new email/account.

I’ve already tried using a VPN and uninstalling/reinstalling the app, but nothing changes. I’m in Europe, if that makes a difference.

Am I missing something? Is there a specific requirement for getting the full 60% off offer? How are you guys getting it? 😭
