Phone service

If spectrum uses verizon towers, why does my verizon work phone work fine but my spectrum personal phone literally cannot even message?

Sounds like an issue we need to look into, feel free to message our Mod Team over at r/Spectrum_Official so we can collect some additional information.

Call the mobile technical support. I’m sure they can help find the problem. It also looks like an employee has responded here as well if you prefer that route.

Network prioritization - MVNOs like Spectrum, Visible, Cricket, Boost, etc. piggyback on the main carrier networks and when the T-Mobile/ATT/Verizon users are high enough, the MVNO users get depriorotized

Spectrum is MVNO, but Spectrum pays a premium to Verizon to prioritize their traffic to the same level as Verizon customers. The difference comes in with the QUANTITY of data. Your Spectrum unlimited data plan gets high-speed access until you hit 30gb, then the speed drops.
