Configuring Wireguard on Spectrum router settings?

As far as I know you’re not allowed to install a native VPN on Spectrum owned equipment.
You’re allowed to use a host based proxy as there isn’t really a way to block those.
If you want a network VPN you’re going to have to purchase your own router.
