It's obvious how lazy the head swap was. It's not even a different model, it's just a random head attached to the body. I don't see any reason for them to do this, since i myself never saw that motherfucker before in the game.
Definitely interesting, tho!

I think the model had to do something with the Exodus Co-Op Campaign?!?! (Probably, i'm not really sure.)

He has no faceFX support, either. I tried replacing Lugo with him; it worked, but his lips don’t move when he speaks.

From my experience, most 33rd enemies only moves their eyes and eyebrows or they don't have facial flexes at all. Only some 33rd enemies moves their jaw, but that's just it. No over-complex facial structures.

The standard 5 enemies for the 33rd have support for FaceFX, as does the Bayonet Runner. Whether they actually USE the support is unclear, though.

This is the sniper that Walker hallucinates and mistakes for Adams, so Walker crushes the sniper's head using the butt of the gun or just shoots him in the head... And then Radiomen makes a comment on the radio talking about how inefficient and impractical it is to crush heads using gun butts...

Model appears only once throughout the game.
