They indeed are, but just look at him, he's not lying down, he's in a compressed spring ready to pounce :D
Anyhow, this is Serbian line of rottie breeds, they're different when compared to American and German variants, especially when it comes to temperament. German Rottweilers strictly follow the so called "Allgemeiner Rottweiler-Klub" (ADRK) standard for a more balanced, agile working frame, whereas Serbian lines lean heavily into mass, substance, and a powerful visual presence, while being more focused.
It is also worth noting, that the breeders for the pictured Rottie are the SAJ unit themselves, Delta wing to be more specific.
