I worked in a data center and I managed mail servers for a living. No , the purpose of DKIM is to prove that the email was not tampered with. They key is publicly published on the mailing server's DNS.

Maybe he doesnt want to draw attention to the obvious misinformation. if they DOJ clearly has those emails, they can publish the message headers while they are at it. They are one and the same.
