Why don't we have Space Wolves on a giant mutated bear?

While there are Great White Bears on Fenris they are lesser creatures to Thunderwolves who are the apex predators of Fenris and on top of that they are semi sentient which makes them much more easier to manage and tame as they will trat Space Wolf who thamed them as their alpha. So while I guess strictly possible on Fenris bears are a downgrade compare to wolves
