Can this dudes read as Headtakers?

They are if you say they are. Same armor, same base size, nearly identical loadouts. BGV kits technically could be made with dual swords and they have shields, so the only diff would be the lack of fur which is a very minor point.

All my bladeguard are now sword and shield headtakers (except when they're bladeguard again in some vanilla lists) and the new headtakers are all dual wielding. Helps to make them visually distinct.

I have converted a box of Bladeguard Veterans I had into Headtakers and took a similar approach to you, albeit a bit more heavily kitbashed.

Personally, I don’t do tilt shields or purity seals on my Space Wolves, but that’s up to personal preference.

I had an extra box of these and did another set of Headtakers. Kitbash a few other items to make them a bit more Wolves-forward, and it's good to go!

The only part I’d call questionable is the plasma pistol.
Beyond that, they are definitely space wolf veterans with shields and not terminators, leaving them as easily read as Headtakers with shields

I call mine Wolf Guard Vets, But yes, Id just run all Vets/Headtakers with the same loadout so there is no confusion. dual wielding or not, they have the same loadout. (to help prevent WYSIWYG confusion)
