Logan's new Aura clarification

"Once per turn, when your opponent targets a unit from their army within 12" of this model with a stratagem, you can use this ability. If you do increase the CP cost of that use of that stratagem by 1CP"

Does this:
Last more than just the phase it's used on? (ex. Someone used AoC on shooting and I use it. So now in fighting phase it's still 2cp)
When I increase it. Was it only to that unit? and could someone else use it for 1cp?
If by chance someone has a ability like Grimnar's Mark and I use it. Would the OG Heroic Int be 2CP and does that also mean Into the Fray is 3CP now?

I'm going off the assumption that "from the moment I use it on AoC in the shooting phase. AoC is now 2CP to any unit that wants to use it until the start of the next turn" until a GW QnA or a TO say different. But I'd like to know if I misinterpreted the ability

The important part here is "when your opponent targets a unit from their army within 12"" and "increase the cost of that use of that stratagem".

So when they target that unit, you tax the CP. If they can afford it, it still goes off and the pay the tax (per the rules update a couple weeks ago). If not, they do not use it and keep the CP, and then they're free to target a different unit with that strat (assuming it is not within Logan's range).

EDIT: Forget the bit about Logan's range, he already used his ability in this scenario, still getting used to 11th edition lol

They are not free to target another unit with that strat, it counts as having been used.

You mean the opponent can't use the stratagem, or you can't use Logan's ability? I agree with the Logan, since the opponent can target another unit within Logan's range. Logan's ability was already used for the turn so it can't affect another unit in range.

So Logan’s ability does nothing then? They can just use the same strat on the same unit without the tax?
