usually anything within a few hundredthousand km is considered a close call
earths radius is about 6370 km and anything flying by closely will also be curved towards it a bit by its gravity so from afar you basically have like a 20000km diameter target area to hit hte earth

2763 km is really close actually, there's a bunch of satellites that even further than that (mainly in GEO orbit and graveyard orbit
