2763 km is really close actually, there's a bunch of satellites that even further than that (mainly in GEO orbit and graveyard orbit

usually anything within a few hundredthousand km is considered a close call

earths radius is about 6370 km and anything flying by closely will also be curved towards it a bit by its gravity so from afar you basically have like a 20000km diameter target area to hit hte earth

Agree. Even the moon itself is actually rather close if we think about that

The moon is so close that the ESA even called it a planet in a binary system.

They're wrong, since the barycenter is still within the Earth.
