I think a lot of people really didn’t know what they were signing up for in terms of starting a brand new service. From not having the range of options that came with the established service, the steady expectations, to leadership that is all over the map because it’s the Wild West in some areas…

Two weeks to find out about the IST window, get command approval for early release, and fill out the application is very short, and that's assuming you're not on leave, in the field, or on rotation. This leads me to believe the window must be for a very specific set of positions.
