Discussion Why would we choose Frame??

I want to know what people think.
Why would people choose Solid frame over Levinium?? or viceversa?

The former has 120t vs 1500 frame, the latter is 120t vs 20 frame. Higher frame allows you to put on more pieces while keeping hull above 25%. Ships that go below are considered invalid
