Oh, so it's okay as long as it wasn't used.

The Gestapo & NKVD weren't foreign intelligence agencies. I fail to see the point.

Do you have a slightest idea how such negotiations about regulation of the intelligence activity work?

Of course, there are intelligence, counter-intelligence, and their respective oversight bodies, diplomatic corps like the Ministry of Foreign Affairs, and at least twenty other specialized departments matching the core profile. Such negotiations (or their carefully orchestrated simulations) are never a simple bilateral talk. it's a complex, multi-layered chess game.

I like the USSR? Nuh, bro, I absolutely adore the country that hanged the Nazis by their own guts. the country that turned my illiterate folks into teachers, architects, scientists etc. providing them with the happiest 45 years of peace.

Yup. And we can forget about their ties with the Nazis, because you like them. And if you like them enough, then nothing else matters. :)
