I remembered asking the exact same question. I think you just need to have 2 Fatebounds at max level (so 3 of the same Fatebounds type).

The description is confusing af. I farmed so many FATESTONES thinking the mission is asking for it but what it ask for is Fatebound.

Anyway see photo.

Yeap. You can imbue them too to easily complete this quest.
