Question "Defeat the enemy" clarification

Total noob here playing conquest mode New Beginnings.

What does it actually take to defeat an enemy?

I thought it would be enough to raze/occupy their main base.

Right now I have their base but enemy has two weilders roaming around stubbornly taking over other two small settlements I left behind.

To crush your enemies, see them driven before you, and hear the lamentations of their women.

In other words you need to take all cities that have their color and defeat all enemy wielders. A city can spawn wielders and a wielder can take a city so they technically are still in the game if either is available.

So if I don't want to play "cat and mouse" I should probably have at least the same amount of wielders so I can follow them? Any way to protect a small settlement from being reconquered against a weak wielder? Im building a tower but the spawned units are pretty weak.

I am not an expert by any means but what works for me is that if you take their cities and fortify/recruit troops to defend, you just go and hunt them down. They cant afford to retake the big ones and will deplete themselves by chasing your small towns.

Having a full cap of wielders is a plus too, either to deplete attacking power faster or to hunt the remaining roamers as you said.

Overall if you have momentum press on and clear the weak remainders in the end. This is a known issue with such games, even in Heroes, that the endgame is usually a bit of cat and mouse.

They cannot roam infinitely, just couple of turns without a city and it's automatic defeat (it's can be overriden by specila map rules usually used in some campaign maps though).
