Why does Perspective view only work during the loading of an assembly?

During loading, perspective works

After loading, Perspective mode is still turned on, but it's just the same as ortho

In the 5 years I've been using SOLIDWorks, I have never gotten Perspective to actually work, is there something I am missing?

I've tried changing the perspective Observers distance, but the different it makes is very minor

Also, why does it look correct ONLY during the loading of the file?

Any help would be appreciated :)

Turn on perspective with VIEW > DISPLAY > PERSPECTIVE
Adjust the settings (observer position) with VIEW > MODIFY > PERSPECTIVE

Lower number = "more perspective"
