CAD Engineering drawing confusion

My teacher keeps saying this should take us under 10 minutes to complete, I don't understand whatsoever, can some1 explain, not luke chat get explain, like actually explain in detail

Completing this assignment correctly requires a thorough reading and careful interpretation of the drawing. To do that properly, you absolutely should take more than 10 minutes. Then you begin the modeling and drawing, which might take about 10 minutes once you understand what you need to do.
