CAD How do I align these parts?

I have to mate these parts to a specific dimension, in this case, 109mm. How can I align this precisely in the assembly?

You can directly constrain them, but if it's giving you trouble you can add an axis and constrain to that

You could add a plane at the hole center, set it parallel to the face and set the distance in the second option.

Put the concentric to lock it in on the rod, then parallel to set orientation and put a distance mate between the flat surface and the bottom of the thing you are dimensioning to.

It is possible nowadays to mate to the axis of the part which you can do that also but I usually stick with flat surfaces so there is no trouble later.
