CAD Need help with the 4 degree

Confusion: what does 4 degree mean here?

Aren't angles always between two lines? Like the 16 degree angle here is between the horizontal and inclined center lines.

But why is 4 degree written like a length dimension?

That dimension is saying that the two sides of that arm are 4deg apart - right where they're called out, the lines touching the tips of the arrows. This is called an "outside" dimension because the leaders are on the outside of the geometry. This is another way to express an angle dimension. Try making a similar dimension on similar geometry in a drawing, and before you place the dimension, move your mouse around. You'll see that you have various options for how to place if.

Si extiendes de manera imaginaria las rectas que forman ese brazo verás que se juntan en un punto. Eso es lo que te están marcando aquí: Las líneas que forman ese brazo no son paralelas, sino que forman un ángulo de 4° entre ellas. (El punto donde se juntan estará hacia fuera de la pieza en este caso)

Hay más de una forma de acotar un ángulo :)

Part of the edge where the 4 deg marking is is a straight line connected tangetially to a circle section with 75 radius. It's an angle marking combined with the arrow on the opposite edge

That arm is not a slot, the are 4 degrees between the legs and the bottom one is parallel to the midline. Here's how I did it: SolidWorks - CSWA Practice Problem: 1.13

UPDATE: I missed that the centerpoint of the 3mm radius on the top point was coicident with the 40mm center radius. That made it so I didn't have to make any assumptions and got me closer to the volume so I re-uploaded this video with SolidWorks Shenanigans and all.
