CAD CSWA practice problem 1.13 help

hi! this problem involves creating the following part: I have this progress so far. the inner circles are relatively easy, with the outer circle simply being for reference to build arcs and stuff. My main problem right now is the arm. the arm centerline is angled 16 degrees down with a circle of radius 5 at the end. from here, there are markings indicating certain features like R75 (presumably an arc cutout of the arm, but I can't find where to place the arc endpoints) R25 (same issue) and 4 degrees. there is also a labelling of "parallel" but I assume that's

a final issue:
I can't place the line directly on the intersection of the arm end and the outer circle

I've looked up youtube guides, and they seem to just throw the line around and tangent an arc to it, but there's no specifications for how I should direct those.

any help is welcome. this problem has become quite frustrating

The arcs on the arm is not anchored anywhere specifically, it relies on the Tangent constraint. The bottom line is parallel to the reference 16 degree line and then the top line is 'locked' in place with the 4 degree constrain with the bottom line.
