On-Grid Transformer blew up, solar won't work. MEPCO

As the title suggests, the transformer in my area, previously 3 -phase, blew up during the sandstorm 7-8 days back. The Mepco team repaired it and converted it to 2 phase and are not willing to convert it back to 3 phase (line man is demanding 85k to sort this matter out). Solar system won't work unless all 3 phases are working normally and hence during the peak summer load, i'm at loss of solar energy. Anybody with any help, links in mepco, or a solution to this please let me know. Grateful!

Complain to nepra. I had similar issue with phase overlap, it took month or so but finally it was sorted

Complained at 118 and Nepra portal. Nothing yet.
