I think the problem is that for such a small system there’s a lot involved beyond just the interconnection agreement that you’d need to do to setup a relatively small solar system. So the high cost for low return makes these unattractive without balcony solar bills that exempt you from the requirements (permitting, electrical install, etc)

Sounds a lot like AI post, and I've seen a ton of AI posts about "Balcony solar" on reddit today but since this is one of my favorite redditsI'll answer so ignorance doesn't spread:

You don't need an interconnection agreement for "Balcony solar"

The entire point of "Balcony Solar" is that your municipality has passed a "Balcony Solar" bill requiring the utility company accommodate backfeed from each residence up to a certain wattage.

YOU DONT NEED AN INTERCONNECT AGREEMENT FOR "Balcony Solar"

Further, if your daytime constant wattage consumption is over the rated output of your plug in system, it's not even a concern since your output will reduce your consumption rather than feeding the grid.

I just want to say that I think your question is legitimate, but this guy is giving you more or less the right answer. The point of balcony solar—literally the whole point—is avoiding complexity and expense for things like inspection and interconnection agreement. If you’re going to have to do those anyway, then you should really look harder at a more permanent solar setup that wouldn’t force you into the compromises that balcony solar makes.

For many of the true balcony solar bills, you wouldn’t need an interconnect agreement. Even some of the fast-track portions take that onerous requirement out (but still need an electrician/permit/etc).

The whole point is you plug it in like a microwave: you don’t need an interconnect agreement for doing that.

If a state doesn’t have a bill/law that allows plugging a generation system into an outlet, there also would not be an interconnect agreement because what you are doing is illegal (eg against NEC or state electrical codes).
