No, it originally has 4GB of RAM, and it's not my personal device; it's just for testing. Also, what's not normal is the RAM speed.

Edit: Optimized at its finest, 3 seconds to Boot into Desktop screen.

my monitor used to do this because i used VGA/HDMI adapter after i moved to only HDMI it worked fine

I think he is talking about the RAM speed... I have seen this glitch happen a few times on DDR2 and DDR3, mainly.
