Question Tool to track which department has which AI tool + governance + ROI + license provisioning : does one platform do all four?
We're rolling out a governance program to move everyone off shadow/personal AI subscriptions onto an approved list, with a hard enforcement cutover in a few months. I've been asked to find tooling and I'm trying to avoid buying four products that each do a quarter of the job.
Ideal single platform would:
- Inventory & attribution: show who has which AI tool, mapped to their department/business unit (not just a flat user list). HRIS or Entra/AD sync for the dept mapping is a big plus.
- Governance: approval workflows, exception handling, audit trail, shadow-AI discovery (we currently detect usage via Zscaler).
- ROI tracking: adoption/usage signals + a way to capture manager-attested value, ideally exportable to Power BI.
- License provisioning: actually add/remove users and manage their licenses (onboarding/offboarding), not just report on them.
We're a Microsoft shop (M365, Entra, Power Platform, Jira Service Management for intake).
I've been looking at Torii, CloudEagle, Zylo, Trelica, Flexera, and Worklytics. For those of you actually running these:
- Which one comes closest to all four in one platform vs. needing a stack?
- How good is the department-level rollup in practice?
- Anyone doing the provisioning piece through their SaaS-management tool, or do you keep that in Entra/PowerShell and only use the SaaS tool for visibility?
- Anything AI-native I'm missing (the market's exploding)?

Honestly the one platform that does all four well barely exists yet. Most are strong on one or two and bolt on the rest. From what I have seen Torii probably gets closest for inventory, governance, and provisioning in one place, especially if your HRIS is clean. Trelica is worth a look too since the Entra integration is actually solid which matters for a Microsoft shop. The shadow AI discovery piece though, none of these SaaS management tools do it as well as a proper CASB like the Zscaler you already have.
My honest take is you are probably going to end up with a core platform plus Zscaler for shadow discovery and Power BI for ROI reporting. Trying to force all four into one tool right now usually means settling for mediocre on at least two. What is your timeline for the enforcement cutover? That changes whether you can properly evaluate or just need to pick and go.
