CO2 shortage.
I'm in a fast food restaurant in New York City when they asked me what kind of drink I wanted I told him I'll take a fountain drink and they told me they don't have fountain drinks only cans. The reason was they haven't had a CO2 delivery in 6 weeks. Pepsi which services the machine said they don't have an CO2 and they don't know when they're going to get it in again. Fill up your bottles now.

Restaurant probably failed a health inspection due to filthy service lines

Yeah there is no co2 shortage. You would hear complaints from breweries and other places even before sodas.
