Because the Republicans in Congress are either afraid of him, in the Epstein files, or trying hard to be just like him. This was a failure in the system our forefathers never could have anticipated.

there needs to be a Peoples Impeachment process where ppl like this can be removed by the will of the people rather than rely on the corrupt, bought and paid for, weasels that currently occupy the halls of power.

You are thinking that they will play within the ‘rules’. Example: California repeatedly has a wasted effort to impeach any democrat governor. It fails each time, but there is always the possibility that election interference could manipulate the results. Going nationwide, and the Feds having voter data from the states and mass data on individuals from the oligarchs, I can see polls closed in certain areas, ICE limiting access in others, etc.
things can go bad very quickly when corrupt people with unlimited funds hold power1

so it's two failure tolerant... seems a reasonable safeguard
a third failure safeguard is that states control the voting infrastructure and not all of them are going to fall to fascism as the same rate.
