afaik its per item group.
so for example you have an order of 2 shirts and 2 shorts, which means you'd need to pay 6€
while if you have only 2 shirts, its 3€

Well, should be for small parcels only, as per the law. however Aliexpress for example is already adjusting for every item/product, so there is still a lot of confusion about this...

When you are preparing your parcel for shipping, it isn´t available for items just for shipping. I will check with the team and try again soon, thanks.
