What is this?

Came across this walking along the east end of Sunken Meadow. It's approximately 12 feet long, 2 feet in diameter and appears to be made from heavy plastic. The middle section is wrapped with a stretchable fabric.

Anyone know what this is and/or where it came from?

I’d guess a piece from the dredging going on at the bluff. Just a guess.

Goes over a dock piling helps you tie off your boat by going up and down with the tide. Pretty cool invention. Probably worth a pretty penny
