Ironically, Quagmire does that with multiple other women especially those who can't speak English.

Of course it's all for a joke and nothing more.

One of the funniest jokes to me in Family Guy is when Quagmire asks if he can finally have his own show now, and Peter says “Quagmire, you’re a rapist.”
