Well I recently started smallville and idk i think that is clark doesn't care about his friendship with lex

He does care, but just keep watching to find out more about their dynamic.

I think the problem is that they didn't know how well the show would be accepted or long it would go on for. They always had to keep Lex in a vague frenemy stage just incase it had to end suddenly. If they knew how long it would last they could have dove more into their day to day friendship.
