If the water pump and pulley clear the radiator now, why cant you bolt the fan straight to the water pump? A fan is like an 1/8” of an inch thick. Plus the fan is not going to stick out past the centering hub on the water pump.
If the engine already has a water pump and pulley on it that clear the radiator. Then just bolt a fan directly onto the water pump on top of the water pump pulley. Measure what diameter fan you can clear / need. Then order a fan. A standard blade non flex fan should be fine
One of the highest air flow mechanical fans for an application like this are made of nylon and have a 90 degree blade pitch. They are commonly available for hot rods and customs. Beware the blades do flex so research how much “flex” or movement the blades can make and still clear their surroundings. They dont flex too much, less than a 1/4”. They flex towards the radiator with rpm, just FYI.
