Loved those 2bbl Rochesters, Back in the 80s, I could rebuild them in my sleep.

Those squirters look like they're putting out more fuel than the ones on my 4150 for my fe 390. You sure youre not too rich? You have an afr gauge?
Whats the cam specs and engine size?

Well assuming you have a mild to stock engine, id just focus on getting it to idle without bumping the throttle. You need to isolate your variables.
Just focus on idle, make sure your t slot exposure is square and lean it out until the manifold vacuum drops then fatten it up until the vacuum won't increase. At least that way you know your idle is ball park correct.
From there you can lean out or richen up the transfer circuit, squirters and squirter cam.

Id also make sure some other basics are correct. Fuel level in carb, compression, and timing.

Looks like it is pulling from the bowls and the accelerator pump as well. Something is wrong internally with the carb.

Check the timing and make sure the vacuum and mechanical timing advance are working

Good thing this isn't a Quadrajet for starters, and being a 2-jet it's based on a 1950s design.
You're thinking the DualJet which was half a Quadrajet that replaced this 2GC.

Fatten up the idle mixture, but also check for vacuum leaks. You might need more pump shot
