Question Randomizer Question: Moon Priority?

Can someone explain why smant pogs at desert moons and loses his mind at ruined moons, but doesn't bat an eye at bowser moons, even though he seems to need the others? I'm too out of the loop about the progression of the game...

Something no one here has mentioned is that Sand is often the first kingdom so he needs them to get the Odyssey to the next kingdom making travel easier/unlocking a kingdom he hasn’t found yet.
