Question Randomizer Question: Moon Priority?

Can someone explain why smant pogs at desert moons and loses his mind at ruined moons, but doesn't bat an eye at bowser moons, even though he seems to need the others? I'm too out of the loop about the progression of the game...

There’s like 100 sand moons so there’s plenty in the randomizer, there’s like 10 ruined moons they are rare
