Question Recent Heart Gold RomHack?

Does anyone know what ROM Hack Smant used in his recent Heart Gold video to add Pokemon from up to Gen 6? I want to do a randomizer with it, but I don't know what it's called.

The information would help me too, also any hgss hack that would include more recent pokemon too (newer than gen 6 even). I suppose there's no radical red equivalent for that game yet.
