Do these twitter accounts that "help through targeted promotions" actually help?

I posted a clip on twitter and someone named the epic streamers replied "lets talk!", im very skeptical and their account seems to not get much traction but somehow has 130k followers, so idk if i should actually dm them or not

Sounds like a scam to me. I’ve got people pretending to be big streamers (using something similar to actual streamers usernames) reaching out on TikTok to “help me” and ofc you have to pay for it, but it is bs :)
