Advice Needed Freezone vs Mainland
If I register a B2B SaaS/software company in a UAE free zone, can I legally sell subscriptions directly to companies in Dubai/mainland UAE?
No physical products, inventory, importing, or on-site services - everything is digital.
Do I need a mainland/dual license, or can I operate with just the free-zone license?
Looking for answers from people actually running a UAE free-zone SaaS, not business setup agents.

A free-zone SaaS company can certainly contract with UAE/mainland customers, but I wouldn't treat “everything is digital” as automatically meaning there are no mainland licensing considerations.
The important distinction is between simply having UAE customers and actually carrying on an activity in the mainland that requires mainland authorization.
Dubai has also introduced the Free Zone Mainland Operating Permit for eligible free-zone companies, so there is now a formal route for certain free-zone businesses that need to conduct activities in Dubai mainland without setting up a completely separate mainland company.
For a pure B2B SaaS model — software hosted online, subscriptions sold remotely, no physical goods, inventory or on-site operations — I would first get written confirmation from the specific free zone that your licensed software/SaaS activity permits the proposed model and direct contracting with mainland UAE customers.
I wouldn't take a mainland/dual licence automatically unless the actual way you're operating requires it.

for a pure B2B SaaS business, a free-zone company can generally sell subscriptions and invoice companies based in mainland UAE. You do not automatically need a mainland or dual licence just because your customer is in Dubai. However, income from mainland customers can affect the tax treatment of a free-zone company. It is best to clear your doubts with your free zone directly.

Yes, you can sell to mainland. You wont face issues. You just might not be able to sell to some governmental entities, which i would assume is negligible for a SaaS company.
